01 / 05 · THE DEAL

A grant of development rights — paid to citizens, not sold to investors.

CUBA 250+ grants investors the exclusive right to plan, build and operate inside six zones for 250 years. In return, a $265 billion endowment is credited to Cuban citizens. The land itself never changes hands: title stays with the Republic, and minerals, police power and tax power are excluded from the grant.

Within the CUBA 2.0 program — ~250 billion USD across Phase I (Launch) and Phase II (Consolidation and Scaling) — CUBA 250+ is the mechanism that turns reconstruction into direct, measurable wealth for each Cuban household.

What investors can — and cannot — do

CAN
  • Plan, brand, lease and operate inside the six zones for 250 years. Raise capital against the grant’s cash flow.
  • Appoint operators and collect contracted royalties and management fees inside the grant.
CANNOT
  • Take fee-simple title, minerals, police power, or tax power. It is not a land sale.
  • Edit the citizen table, or unlock a lump before redevelopment reaches that resident’s area.
